An International Trading Expert You Can Trust

As a national-level speaker, trainer, and consultant, Mr. O’Meara brings with him more than 30 years of experience in international trade and trade compliance management.

He is one of only two ICC-Certified Incoterms® Rules trainers in the United States. Additionally, he is a Licensed US Customs Broker with an MBA from DePaul University in Chicago. Based in the Austin, TX area, his focus is on developing compliance programs and training tailored for corporate environments in areas such as import compliance/export controls, transfer pricing/valuation for international transactions, classification according to the HTSUS, CCL, and USML, service provider management, strategic use of Incoterms® Rules, and US supply-chain security programs like CTPAT and ISF. He has extensive experience assisting US importers in achieving and maintaining CTPAT status and has managed CTPAT validations in North America, Europe, and Asia. He is also well-versed in US export controls, particularly in implementing these compliance requirements in multinational corporate environments.

Mr. O’Meara maintains a Secret level of security clearance.

Mr. O’Meara is a frequent speaker in North America. Some of his events included conferences sponsored by:

Among other educational institutions in the Chicagoland area, he has been a guest lecturer at DePaul University and Loyola University.

He served for six years as the President of the International Trade Association of Greater Chicago and has been designated by the US Secretary of Commerce as a member of the Illinois District Export Council. Following the release of the Incoterms® 2010 Rules, he completed the International Chamber of Commerce's Incoterms® Masterclasses in Paris, France. His textbook on the Incoterms® 2010 Rules was published in September 2016 and distributed by the ICC out of Paris.

His textbook on the strategic use of Incoterms® 2010 Rules in negotiating purchases and sales was published in September 2016 and was distributed by the ICC out of Paris. His updated book on Incoterms® 2020 Rules was released in 2021.
